That's just excuses
You see Svs like 90, 91, 94, 151, 200, ppl will simply move
in
Sometimes I do feel it's because it's NAC buses, so ppl wanna get
to the destination fast 
Other svs, some BC are the troublemakers.. Tell you there's another
bus behind and so they cannot be bothered to ask passengers to move
in. Some just start moving slowly when ppl are trying to move
